If iPhone 17 currently runs iOS 26.x, iOS 27 is the current signed major train. Back up first. Early iOS 26 needed 26.0.1 for radio and camera faults on then-new hardware — apply any iOS 27 point release that appears after 27.0 before you diagnose a unique new bug.
If Software Update is blank, the catalog is stale or storage is too low — not a missing entitlement. Use the update-not-showing checklist before you assume the phone was dropped.
